that alternator can only put out about 100amps per hour your starter can draw 600aph easy. so if on a dead battery and a jump start. you will need to run the car for at least 10-15 min at driving rpm to get enough of a charge to start the car again.
20 seconds isnt enough to charge the battery.
get it jumped and go drive around untill the car is warm.
that should do it.
