1998 2.5TL Rear Defrost not working

Does anyone or has anyone heard of only the bottom quarter of the rear defrost working and the rest NOT.....????
I have cleaned the connections, fuse is OK, wires look fine....
Will I have to buy a whole rear window just to get the rest of the defroster working again????
