Hello,
I was doing some work on my mother's car and went to go clean the throttle body and noticed it was stuck wide open. I've never really done any work on a car that has a cable throttle body but I'm fairly certain when the car is off the butterfly should be closed and not open. Before I attempt a replacement I wanted to make sure that this was not a normal condition for this vehicle.

Any suggestions? Cable first then throttle body?
