Starting Air Valve 95 Legend

Starting Air Valve is normally open when engine is not running. Engine manifold vacuum causes valve to close when engine is started. My question is: should this valve stick closed when engine is shut off, how will it effect starting a cold engine? Thefactory service manual is blithely brief with 19 words total on this component (page 11-102).
My 95 Legend starts funny.It always starts, however, when cold it cranks longer than I think is should. It will sometimes start with a sort of one-two skip. It runs fine, there are no MIL events stored in the PCM. I have checked sensors and find none out of specification. Looked for broken or loose hoses, given it a tuneup, new filters, etc. With 180K miles on the car, I believe this part to be failed or partially failed, prehaps stuck closed. Acura does not show o-rings for the covers, only a complete assembly for around $160. I am ready todo an inspection disassembly.
