I don't know what is wrong with my amp or subs! HELP!?

I don't know what is wrong with my amp or subs! HELP!?
I have them hooked up and I think it is all correct but for some reason the sound isnt coming out of my inline converter into my amp or maybe out of my amp into my speakers. Has anyone ever encountered this problem before or know how to fix it?!
