vehicle speed sensor
vss should not effect idle.
high idle like that is more than likely a vacume leak.
check vac lines, brake booster, cruise control module.

also obd2 says vss is bad then im betting you have a bad vss sender.
and a vacume leak will not be detectable by Obd2.
still a bad vss should not effect idle speed.
