89 Integra engine puttering.

Hi,
I have an 89 Integra 2-door hatch with 130k miles. Problem is that the engine putters while driving. Especially below 40 mph and during any small uphills excelerating from a stop. A couple of times the engine wanted to turn off. After 40 mph it seems to work ok but not great.
While the engine putters the tachometer needle goes nuts jumping up and down with the puttering and a couple of times it didn't move at all while driving. CE light came on and I'm going to take it to Autozone to check the codes.
I've seen threads talking about the "fuel relay?" or may be my spark plugs. Anyone have any ideas? Any insight would be greatly appreciated.

Did you take the car to that AutoZone for a code read?/
What if any codes came up did they tell you.
Question: when was the last time you changed your fuel filter?

Well I had to figure the codes for myself using the repair manual I have. You can't use the code reader on 89 models. I got two codes for 95 and below models. Code 1 "Oxygen content" and Code 20 "Electric load".
For "electric load" the Haynes manual says to have it checked at an auto repair shop. From other stuff I read, I'm thinking it might be the relay for that. I'm not sure what the "oxygen content" means. I'm now getting intermittent starts or the engine will turn off shortly after I put it in gear.
I haven't checked the fuel filter, but I will.
