is the perfact wheel can improve car's speed?

i think if we fit the righ wheel it improve our cars speeds also effect on fuel mileage, it is to be said that the right wheel puted to judge the road stuff may cause to win the race

Usually the perfect wheel is the one that came on the car.
The manufactures engineer the wheels and tires for the best rolling resistance and gas milage to make the car right on the road..
