Acura legend wont start 1989

Hi,
Legend with 90K miles. Was running fine, now it won't start.
I've replaced the battery, tried jump start...still nothing.
Won't kick over. Also, replaced plugs which were black and wet.
The smog tech says it is "not breathing"...(failed to pass). I'm guessing it may be aplugged cat converter. How to test?
Any other ideas please?

The easiest way to see if the cat is bad is to just disconnect it from the exhaust pipe and try starting the car.
Had a bad cat on my 90 tercel, would start and idle but wouldn't accept any throttle above idle.

The problem was a bad rotor. It still turned which registered on my timing lite (fooling me). It finally passes smog but I'll try cleaning the throttle body to see if that helps the gas poormileage.
