Front Hood won’t Open

I have a 1999 Acura CL 2.3, which I have been borrowing from my brother for the last three months. I was trying to open the hood, but I can't get it open.
I CAN pop the hood, but when I go to pull the latch at the front of the car it doesn't budge. What can I do to solve this problem?
