03 Calipers Not Grabbing
 

Just bought an 03 3.2CL and noticed the front discs are rusty. They haven't cleared in two days of stop and go driving. The rears are shiny. Took it back to the dealer and he says the discs were changed. Also, noticed the rotor wasn't hot after driving it. Any suggestions on what the root cause might be? I was think proprortioning valve or bleeding the brakes.
